The evolution of NOCSS underscores how trusted trilateral partnerships have become the foundation of effective regional security co-operation.

The Story of NOCSS

The Northern Caribbean Security Summit (NOCSS) grew from the longstanding Operation Bahamas, Turks and Caicos (OPBAT) partnership, which for decades has anchored trilateral co-operation among the United States, The Bahamas, and the Turks and Caicos Islands in counter-narcotics and maritime security. Since its first principals-level meeting in 2021, the forum has expanded in scope and strategic depth, strengthening co-ordination, intelligence sharing, and joint operational capacity across the northern Caribbean.

Formally rebranded in 2023, NOCSS reflects a modernised, forward-looking approach to regional security. While OPBAT remains central to maritime and counter-drug efforts, the dialogue now addresses interconnected challenges including illicit trafficking, irregular migration, transnational organised crime, cyber resilience, public health security, and border protection. Each convening builds on practitioner-level engagement to ensure strategy is grounded in operational realities and translated into action.

Now in its fourth convening, NOCSS 2026 marks another milestone, returning to the Turks and Caicos Islands and expanding participation to regional and international partners. Anchored by the theme Dismantling Illicit Maritime Activities Through Enhanced Co-operation, the Summit underscores a shared commitment to collective security and stability across the northern Caribbean.

A Symbol of Security

The NOCSS logo embodies the Summit’s core purpose and its evolution as a regional security forum. The shield symbolises collective protection, resilience, and the shared responsibility of partners to safeguard peace and stability across the northern Caribbean. The compass reflects strategic direction, coordination, and unity of purpose, while the blue waves underscore the maritime domain as the central operating environment – highlighting the importance of maritime security, freedom of navigation, and cooperative enforcement across shared waters. The geographical representation of the northern Caribbean reinforces the regional focus of NOCSS and the interconnected nature of the threats and partnerships that bind participating states.

​Unveiling this logo at NOCSS 2026, also carries special significance as the Summit comes full circle, returning to the Turks and Caicos Islands, where the first Principals’ engagement was convened. This return symbolises both continuity and progress – honouring the origins of NOCSS while reflecting its maturation into a broader, more inclusive platform for advancing cooperative approaches to dismantling illicit maritime activities and strengthening regional security.
